近日，盐城港滨海港区中海油LNG一期二号泊位工程顺利通过省级专家评审，项目前期工作取得关键性突破。该泊位建成后将打破港区单泊位运营格局，实现双泊位协同作业，大幅提升区域LNG接卸与储运保障能力。

Recently, the project of the second berth of the first phase of the China National Offshore Oil Corporation's LNG facility in Yancheng Bay Port has successfully passed the provincial-level expert review. The preliminary work of the project has achieved a crucial breakthrough. Once completed, this berth will break the single-barge operation pattern of the port area, enable dual-barge collaborative operations, and significantly enhance the regional LNG unloading, storage and transportation guarantee capabilities.

5月15日，江苏省发改委、省交通运输厅联合在南京组织召开项目评审会，省、市、县多级主管部门及项目编制、评估咨询、行业专家团队参会。会议系统梳理项目建设背景、工程概况及评估意见，专家组通过资料审阅、现场质询、充分论证后确认，项目申请报告资料完备、论证充分，完全契合国家行业标准、政策规划及法律法规要求。

On May 15th, the Jiangsu Provincial Development and Reform Commission and the Provincial Department of Transportation jointly held a project review meeting in Nanjing. Representatives from multiple levels of government departments at the provincial, municipal and county levels, as well as project planners, assessment consultants and industry experts attended the meeting. The meeting systematically reviewed the project's construction background, project overview and assessment opinions. After reviewing the materials, conducting on-site inquiries and thorough deliberation, the expert group confirmed that the project application report was complete, the argumentation was sufficient, and it fully met the requirements of national industry standards, policies and regulations.

据了解，本次规划建设的二号泊位为15万吨级LNG泊位，最大可停靠21.7万立方米大型LNG船舶，设计年通过能力600万吨，具备LNG卸船、装船双向作业功能。项目对标现有一号泊位标准建设，涵盖码头水工结构、上部工艺设备及配套附属设施，建成后将与一号泊位形成联动布局、协同运营的作业模式。

It is understood that the No. 2 berth planned for this project is a 150,000-ton LNG berth, capable of accommodating a large LNG vessel of 217,000 cubic meters. The designed annual throughput capacity is 6 million tons, and it has the function of both LNG unloading and loading. The project is constructed in accordance with the standards of the existing No. 1 berth, covering the water engineering structure of the wharf, upper process equipment and supporting ancillary facilities. After completion, it will form a coordinated layout and operation mode with the No. 1 berth.

此次项目评审顺利通过，为工程全面开工建设扫清前期障碍。盐城绿能港双泊位格局成型后，将有效补齐区域LNG储运基础设施短板，提升港口吞吐效能与能源集散能力，为华东地区清洁能源保供、区域能源结构优化升级提供有力支撑。

This project review was successfully completed, clearing the initial obstacles for the full commencement of the construction. After the formation of the dual berthing layout of the Yancheng Green Energy Port, it will effectively fill the gap in the regional LNG storage and transportation infrastructure, enhance the port's throughput efficiency and energy distribution capacity, and provide strong support for the supply of clean energy in the East China region and the optimization and upgrading of the regional energy structure.
