近日，中煤(甘肃)能源有限责任公司在庆阳完成注册，注册资本50亿元。属地运营平台正式落地见效，标志着陇东综合能源化工基地正式从规划设计转入实体落地阶段，为甘肃优化能源结构、完善全产业链条提供了有力支撑。

Recently, the Zhongcao (Gansu) Energy Co., Ltd. completed its registration in Qingyang with a registered capital of 5 billion yuan. The local operation platform has officially taken effect, marking that the Longdong Comprehensive Energy Chemical Base has officially moved from planning and design to the stage of physical implementation, providing strong support for Gansu to optimize its energy structure and complete the entire industrial chain.

It focuses on the Longdong area to layout a comprehensive energy and chemical industry base, taking into account the regional resource endowment, and explores a new model for energy transformation and upgrading that suits the actual situation of Gansu.

深耕陇东项目布局 筑牢能源产业根基

2025年7月6日，中国中煤与甘肃省政府签订战略合作协议。为高效落实协议内容，中国中煤组建集团层级甘肃开发建设领导小组与前线指挥部，下设陇东基地工作专班。专班按照“1+N”规划编制框架，完成陇东综合能源化工基地总体规划及各产业分项规划，并与省市相关部门对接完善规划内容。

On July 6, 2025, China Coal Industry signed a strategic cooperation agreement with the government of Gansu Province. To ensure the efficient implementation of the agreement, China Coal Industry established a group-level Gansu Development and Construction Leading Group and a front-line command center, and set up a working team for the Longdong Base. The team, following the "1+N" planning framework, completed the overall planning of the Longdong Comprehensive Energy and Chemicals Base and the sub-plans for each industry, and coordinated with relevant departments at the provincial and municipal levels to refine the planning content.

陇东综合能源化工基地依托当地煤炭资源优势，构建“煤—电—化—新”一体化产业集群，规划10对总产能6100万吨矿井、3座2×100万千瓦清洁煤电、年产40亿立方米煤制气、350万千瓦新能源及配套储配煤项目，总投资2000亿元，项目分三期于2026年至2035年有序推进建设。

The Longdong Comprehensive Energy and Chemical Industry Base, leveraging the local coal resource advantages, has established an integrated industrial cluster featuring "coal - electricity - chemical - new". It plans to build 10 coal mines with a total production capacity of 610 million tons, 3 clean coal power plants with a capacity of 2×100 million kilowatts each, a production capacity of 4 billion cubic meters of coal-based gas per year, and 350 million kilowatts of new energy and supporting coal storage and distribution projects. The total investment is 200 billion yuan. The projects will be constructed in three phases from 2026 to 2035 in an orderly manner.

在各级属地协同保障下，唐家河、南川河煤矿已顺利摘牌，宁西矿区资源接续工作有序推进;煤电、煤制气项目可行性研究报告通过评审进入申报流程，全链条前期工作扎实高效推进。

Under the coordinated support of all levels of local authorities, Tangjiahe and Nanquanhe coal mines have successfully been deregistered, and the resource continuation work in the Ningxi mining area is progressing smoothly. The feasibility study reports for coal power and coal-to-gas projects have passed the review and are entering the application process, and the entire chain of preliminary work is advancing steadily and efficiently.

创新联营发展模式 开辟绿色转型路径

立足甘肃煤、风、光并存的资源特征，中国中煤探索落地本土化“两个联营+”发展模式，成为甘肃能源结构转型的创新探索。项目以宁西矿区为依托，推动煤与煤电、煤电与新能源深度联营，叠加煤化工耦合发展，在园区内统筹落地煤炭、清洁火电、煤制气、规模化新能源等重点项目，实现土地、矿产与新能源资源的集约高效开发。

Based on the resource characteristics of coal, wind and solar energy coexisting in Gansu Province, China Coal Exploration has adopted the localized "two partnerships +" development model, becoming an innovative exploration for the transformation of the energy structure in Gansu. The project is based on the Ningxi mining area, promoting deep partnerships between coal and coal power, as well as between coal power and new energy, and integrating coal chemical coupling development. It coordinates the implementation of key projects such as coal, clean thermal power, coal gasification, and large-scale new energy in the park, achieving efficient and intensive development of land, minerals and new energy resources.

锚定全省绿色低碳发展目标，项目集成CCUS碳捕集、绿氢炼化、零碳矿山、固废综合利用等前沿技术，煤化工项目按照零废园区标准建设，新能源配套电解水制氢项目同步布局，构建起源头减碳、过程降碳、末端固碳全链条管控体系，切实破解甘肃煤炭就地转化率不足、新能源配套调峰资源短缺的现实难题。

Based on the overall green and low-carbon development goals of the province, the project integrates cutting-edge technologies such as CCUS (carbon capture and storage), green hydrogen refining, zero-carbon mines, and solid waste comprehensive utilization. The coal chemical project is constructed according to the standards of a zero-waste park, and the electrolysis water hydrogen production project for new energy is also planned simultaneously. A complete chain management system for carbon reduction at the source, process carbon reduction, and end-of-pipe carbon fixation has been established, effectively solving the practical problems of insufficient local coal conversion rate and shortage of peak-load adjustment resources for new energy in Gansu Province.
