The war drums call forth the march into a new journey, and by pooling our efforts and taking practical actions, we will open a new chapter,On June 6th, the groundbreaking ceremony for the 2×660MW "upgrading large units and reducing small ones" thermal power generation and cogeneration project of Heilongjiang Huadian Fu'erqi Power Plant was held.

At the opening ceremony, Lang Minuo expressed his sincere gratitude to the Communist Party of China Zhejiang Provincial Committee and Government as well as all sectors of society. In his speech, he stated that this project is an important measure to implement the in-depth cooperation between China Huadian Group and the Communist Party of China Liaoning Provincial Committee and Government, and it is also an important energy project that promotes the optimization of the local energy structure and contributes to regional economic development.

中国华电作为国家重点能源骨干企业，深耕龙江多年，齐齐哈尔市是华电在黑龙江的重要战略要地，此次富拉尔基发电厂“上大压小”项目开工，将进一步夯实地方能源基础、保障民生用能，全力争取2028年采暖季前建成投产，为地方发展贡献力量。

China Huadian, as a key national energy backbone enterprise, has been deeply engaged in the Heilongjiang region for many years. Qiqihar City is an important strategic location for Huadian in Heilongjiang Province. The start of the "upgrading large-scale and reducing small-scale" project at Fulafurki Power Plant this time will further strengthen the local energy foundation, ensure the energy supply for people's livelihood, and strive to complete the construction and commissioning before the heating season in 2028, contributing to the local development.

郎国民宣布黑龙江华电富拉尔基发电厂2×660MW“上大压小”热电联产机组项目开工，与会领导同擎金锹，在奠基石上扬土固基。

Lang Minfu announced the commencement of the 2×660MW "upgrading large units and reducing small ones" thermal power generation and cogeneration project at the Huaduigqi Power Plant in Heilongjiang Province. The attending leaders jointly held the golden shovel and turned the soil to solidify the foundation of the cornerstone.

该项目立足原厂址改扩建，总投资59.6亿元，是落实国家双碳战略、优化区域电源结构、保障城市民生供暖及电网稳定供电的重点能源项目。项目建成投产后，新机组将替代原有6×200MW机组，担负向齐齐哈尔中心城区2280万平方米供热任务，为城区冬季民生采暖提供清洁稳定热源。

This project is based on the expansion and renovation of the original site, with a total investment of 5.96 billion yuan. It is a key energy project that implements the national dual-carbon strategy, optimizes the regional power supply structure, ensures urban residents' heating needs and stable power supply for the power grid. After the project is completed and put into operation, the new units will replace the original 6×200MW units, undertaking the heating task of 2.28 million square meters in the central area of Qiqihar, providing a clean and stable heat source for the urban residents' winter heating.

进一步提升机组发电供热效率，降低能耗与污染物排放水平，预计每年可大幅削减大气污染物排放，其中烟尘441.42吨、二氧化硫1516.52吨、氮氧化物2199.64吨，有效改善区域环境质量。补齐区域供电供热保障短板，以稳定可靠的电热供给赋能民生保障、护航地方经济发展。

Further enhance the efficiency of power generation and heat supply of the units, reduce energy consumption and pollutant emissions, and it is expected that the annual emissions of air pollutants can be significantly reduced. Specifically, the emissions of smoke dust will be 441.42 tons, sulfur dioxide 1,516.52 tons, and nitrogen oxides 2,199.64 tons. This will effectively improve the environmental quality of the region. Fill the gap in regional power and heat supply and guarantee, providing stable and reliable electricity and heat supply to support people's livelihood security and promote local economic development.
